International 32 Emergency Parameters

These parameters were determined by the World Health Organization (WHO).

Provincial ambulance services and private ambulance services operate according to these 32 Emergency Parameters.


1. Any condition causing loss of consciousness

2. MI, arrhythmia, hypertensive crises: ongoing heart attack; types of heart rhythm disorders requiring urgent treatment; blood pressure rising to levels that may cause serious conditions such as brain hemorrhage

3. Poisonings

4. Severe deterioration of general condition: health worsening to a dangerously impaired level due to old age, malnutrition, inadequate care, prolonged severe illness, etc.

5. Traffic accident

6. Sudden paralysis (stroke)

7. Migraine and/or vomiting; headaches accompanied by loss of consciousness

8. Asthma attack, acute respiratory problems

9. High fever: body temperature rising (generally 39.5°C and above) to a level that may cause convulsions (seizures) or heart rhythm disorders due to poisoning, infectious diseases, heatstroke, etc.

10. Severe allergy, anaphylactic conditions: allergy or low blood pressure severe enough to cause heart rhythm disturbance or airway obstruction

11. Acute abdomen: conditions requiring urgent intervention such as perforation, obstruction, twisting (volvulus), inflammation, etc. of hollow organs like the stomach and intestines

12. Fall from height

13. Serious occupational accidents, limb amputation

14. Meningitis, encephalitis, brain abscess: inflammatory/infectious diseases involving the brain and its membranes that can affect nervous system functions and thus vital functions

15. Electric shock

16. Serious eye injuries

17. Gunshot, stabbing, fighting, terrorism, sabotage, etc.

18. Renal colic: severe pain caused by kidney stones that, if it progresses, may lead to urinary tract or kidney damage

19. Acute psychotic conditions: neurological or psychological disorders leading to extreme aggression

20. Drowning

21. Suicide attempt

22. Freezing, cold injury (hypothermia/frostbite)

23. Heatstroke

24. Severe burns

25. Newborn comas

26. Onset of labor (rupture of membranes / water breaking)

27. Diabetic and uremic bleeding: conditions due to diabetes and kidney failure that can range from confusion to complete loss of consciousness (coma)

28. Dialysis patient with accompanying deterioration of general condition

29. Acute massive bleeding: life-threatening internal or external bleeding, usually due to trauma

30. Spine and lower extremity fractures: leg fractures causing major external or internal bleeding, and all types of spinal fractures

31. Rape

32. Decompression (diver) sickness: commonly referred to as “the bends”
